ROMA Subura Renting Rules

Please read all of this info carefully.

1. Rules Summary
The sim is divided up into many 1024 sq. m. plots, called 'units'. It is possible to rent as many units as you wish.

Each unit costs $15 US per month, plus a one time $10 US charge per unit at startup.

Each unit comes with a 249 prim allowance. This means you can place up to 249 prims on each unit you rent.

1 unit = 1024 sq. m = 249 prims = $15 US / month + $10 US startup
2 units = 2048 sq. m = 498 prims = $30 US / month + $20 US startup
3 units = 3072 sq. m = 747 prims = $45 US / month + $30 US startup etc.

The sim is a theme sim. This means that the EXTERIOR of your build must be Roman in theme broadly understood. Builds belonging to cultures that would be found within the Empire are also allowed (ie. Egyptian, Greek, Celtic, etc). The interior of all builds can be of any time period or theme. For example, the outside of your house must be ancient Roman. The inside can have a tv and a jacuzzi.

Roleplaying is not required in the sim, but you are free to roleplay if you wish according to the rules laid out in the ROMA Roleplay Rules.

The sim is "Moderate", but as with the entire ROMA estate, all adult activity (including sexual roleplay) and nudity must be kept indoors. The rest of the population doesn't want to see it.

All clauses of the Guidelines for ROMA (in the Land Covenant), otherwise known as the ROMA 12 Tables, will be in effect in ROMA Suburra.

Flying is not permitted.

No commercial establishments are allowed in the sim (no stores).

The Sim is generally managed by a Renters Association, called the Commitia. All renters are part of the Commitia. The Commitia is led by a Tribune.

 

2. Full Rules for the Subura

Terms:

  • "Unit" / "Plot" = 1024 sq. m. of land rented.

  • "Holdings" = all units rented by an individual or group.

  • "Renter" = whoever pays the rent for the unit. Each unit must have a primary renter. Up to one additional name may be added to the rental prim and the Subura group per renter.

  • "Fee / Payment" = the total amount paid for the property by the renter.

  • "Land Owner" = Torin Golding

  • "Emperor" = Julian Augustus

  • "Estate Manager" = Individual or individuals given that power by the Emperor, usually the Tribune.

  • "Commitia" = The Resident Association that will manage any major concerns in the sim

  • "Build" = whatever is erected on the plot (usually a building made of prims)

  • "Prim" = Primitive, the basic building block of SL. Objects are made up a number of prims. See http://www.lslwiki.net/lslwiki/wakka.php?wakka=prim

Rental Fees and Payment:

Fees are due within two days of due date. Due date is established when the land is rented by paying the rental fee.

Payment is $15 US per month per unit rented.

Payment is by Linden Dollars in the rental prim. The rental prim is shaped like an ancient Roman milestone with "SVBVRA" written on it. It is at the edge of every plot or holding. The rental prim will list the current WEEKLY rate in Linden Dollars (it will update every 5 hours based on the LL exchange rate). Unfortunately only the weekly rate, not the monthly rate, can be displayed due to script limitations [$3.75 US = weekly rate]. Simply pay the rental prim the rate for each week you wish to rent. It will keep track of your time remaining.

Payment by PayPal is not supported.

The rental prim will IM you when you have only 3 days remaining on your rental agreement. There is a 2 day grace period when your rent runs out before your objects on the plot will be returned and someone else may rent your former plot.

Defaulted payments will result in all objects in the plot being returned and the plot being set for rent by another renter. Defaulting renters may be denied the permission to re-rent.

All fees are non-refundable.

There is a $10 US one time start up fee to commence your rental (in addition to your first month rental). This is to help cover sim costs when you eventually move on and we have to find another renter for the property. There is a Startup Fee box in the Subura Map Room that can be paid directly.

You do not need to pay any tier payments to Linden Labs or be a premium member to rent in the ROMA Subura. This is a financial agreement between you and Torin Golding.

Land may not be owned in the ROMA Subura sim. Only rented.

Rental Conditions

All renters must be over 18 years old in real life.

All renters will belong to a renter's group called "ROMA Suburra".

All land options (including media settings, damage, no push, object rezzing restrictions, etc) can be set by the renter by asking the Estate Manager or Tribune to do it for them.

No terraforming unless approved by the Emperor, the Prefect, Tribune, or an Estate Manager.

Each unit comes with a 249 prim allowance (the rental prim will say 251, because of the rental prim and the Praetorian Guard gadget that is included on the holding). The Renter may not go over this or risk termination. IF YOU DO NOT KNOW WHAT A PRIM IS LOOK HERE: http://www.lslwiki.net/lslwiki/wakka.php?wakka=prim. Prim is NOT the same as object.

The rental prim should notify you if you go over your allowance, but it is your responsibility to keep tabs on this ammount. To check how many prims you have on the lot, (1) stand on the plot, (2) click the name of the plot on the top of your screen, (3) click on the 'Objects' tab. 'Primitives on parcel' should be under 251. If it is not, you need to get rid of some prims until you are under.

A 1 day warning will be given for those over their limit. After one day, a Renter in violation may be evicted.

Excess scripting load will bog down the sim. No more than 100 scripts per unit should be allowed in the sim. The Commitia will have the authority to police this.

No commercial establishments are allowed in the sim (no stores) and no secondary rentals. Some limited space used for paid services (paying students studying Latin with you in your living room, etc) may be allowed by the Emperor (written license given) if it will not hinder the functioning of the sim for others. Case by case basis.

No casinos, casino games, or camping chairs (including all variants).

No gadgets that rez and de-rez temp on rez versions of objects in order to get around prim allowances will be allowed or tolerated. These cause strains on the server.

Scripted walking pets cause a great deal of lag. In order to keep the sim resources equitable, the following limits and prohibitions are in effect: (Scripted walking pets/animals are those defined by their use of both scripts and the physics engine.)

  • Residents may rez one scripted walking pet/animal per 1024sq m plot they own in the sim.
  • Residents are asked not to have the pet/animal rezzed 24 hours, but to only rez it when they are around.
  • Rezzed pets should not be in a mode where they will automatically target and hassle passer-bys.
  • Sion chickens are NOT PERMITTED (and management is not responsible for chickens 'killed' by autoreturn).

Each plot will be set to the ROMA Suburra group. When you place objects on your unit you will need to have that group's title active.

Skyboxes are only allowed by permission of the Emperor (written license given) and only at proscribed heights.

Renters must remain in good standing in the SL and ROMA Community. No scamming, newbie fishing, slander, boundary encroachment, harrassment, hate speak, greifing, or dishonest activity will be tolerated.

All clauses of the Guidelines for ROMA (in the Land Covenant), otherwise known as the ROMA 12 Tables, will be in effect in ROMA Suburra. All residents and visitors must adhere to these guidelines or face eviction, exile, or fine. One warning may be given.

Those banned from the ROMA sim will also be banned from the ROMA Subura sim, and vice versa.

Flying will not be permitted.

Termination

Termination of the rental agreement can be initiated on the part of the Renter or the land owner.

The Renter agrees to act in good faith and give notice that he or she intends to leave the rental agreement at the end of the current pay period.

The land owner will remove content if it is not removed in the case of termination due to non payment.

When you leave, please take all prims with you.

In all cases of termination, content will be returned, not deleted from the plot by the Land Owner or Estate Manager.

Evicted renters may not rent any more land in ROMA Subura without the written permission of the Emperor.

Theme

The sim's theme will be ancient Roman broadly understood. There is no limitation to time period (Archaic, Republican, or Empire) but must be pre-medieval.

Roleplaying is not required in the sim, but you are free to roleplay if you wish according to the rules laid out in the Lex Scaena Roleplay Rules.

Builds belonging to cultures that would be found within the Empire are allowed (ie. Egyptian, Greek, Celtic, etc). Those without the Empire (Chinese, Japanese, Persian, etc) are only allowed with the written permission of the Emperor (obtain this by explaining your intent to the Emperor BEFORE renting the land).

The exterior of all builds must fit the theme.

The interior of all builds can be of any time period or theme. For example, the outside of your house must be ancient Roman. The inside can have a tv and a jacuzzi.

Management

In all disputes, the Emperor has final authority and veto.

The Sim will be generally managed by the Tribune who may convent a Renters Association, called the Commitia, to discuss issues.

All primary renters will be part of the Commitia. If there are disputes within the sim, the first stop for resolution should be the Tribune.

The Commitia will be led by a Tribune. The Tribune will be elected by the Commitia (simple majority, written notecard or proposal voting) from its members. Term will be until removed by the Emperor or the Tribune steps down. The Tribune will have general estate manager powers for the Subura sim and be the main 'go to' person for any issues.

Only the Tribune, Emperor, or ROMA Prefect can call a Commitia meeting.

Voting in the Commitia will be by UNIT, not by individual, given the fact that many plots are rented by more than one individual. Therefore there will be one vote allowed per rented unit.

The minutes of all meetings will be submitted to the Emperor, along with any issue resolutions.

A 2/3 majority of renters can petition the Emperor for new elections if there is widespread dissatisfaction with the actions of any Tribune.

Reserving a Place in the Subura

  1. Turn on View > Property Lines so you can see the boundaries of the plots.

  2. Pay the Startup Fee Payment Box there in the Subura map room. This will be the Linden Dollar equivalent of $10 US .

  3. Go to the plot you want and pay the rental prim (it looks like an ancient Roman mile stone at the corner of the plot).

A FEW NOTES ABOUT THE RATE: The rental prim scripts will only keep track of payments by week, not by month. So $15 US per month is divided by 4 to be the Linden equivalent of $3.75 US per week. To move in, you will need to play at least a month's worth of rent to the prim. The rental prim will update the weekly cost every few hours based on the Linden exchange rate on the Linden website (using the 'buy Lindens' rate). So it may be a few Linden Dollars different from time to time given the exchange market.

Once the principal land renter rents the plot, anyone can contribute a minimum payment toward rent simply by paying the rental prim.

A FEW NOTES ABOUT THE PRIM COUNT: The available prim count listed on the Subura Rental Prim will already be set up to be 249 x the number of plots rented +2. The +2 is to include the rental prim itself and the Praetorian Guard gadget so they will not count toward your prim allotment.

To Start Building

  1. Go to View > Property Lines to see the edges of your plot.

  2. Make sure you pay at least your minimum rent before you start.

  3. You must have the Subura Residents Group title active to lay out prims. Otherwise they will be returned. If you have someone building your house, let the Tribune know and she will give them a temporary pass to the Group to allow them to build your house for you.

  4. Keep an eye on the number of prims you have out.
